Position Title Marine Superintendent

Job Purpose:
To Ensure fleet Vessels are maintain with respect to navigation, safety and security, complying with ISM code and ISO standards. Ensure Flag and Inspection Requirements are complied with all times.
Ensure needs meet cluster party requirements.

Key Accountabilities
Description Performance Indicators / Key Expected
1. Assisting in preparing and reviewing vessels safety and marine budgets, submitting them to approval by the Company / Management.
2. Ensuring that vessels Navigational safety, Bridge procedures and Chart corrections aremaintained.
3. Following up of good working order of all wires, tails, ropes (Mooring, Towing, Cargo Gear, Lifts etc.).
4. Reviewing of all portable gas instruments inventory / condition.
5. Reviewing vessel’s cargo loading / discharging plans with respect to load lines, maximum loading rates and venting capacity, shearing forces, and bending moments, maximum tank capacities.
6. Interviewing Master and Senior Deck Officers before joining the vessel.
7. Reviewing Deck Logbooks and monitoring voyage abstracts fill in Gaps if any.
8. Prepare the Evaluation of master s
andsenior Deck Officers.
9. Executing vessels annual SOPEP/VRP drills, as carried out by relevant Company s fleet within the stated intervals.
10. Reviewing Officers/Crew Evaluations/Assessments that are submitted by the vessels.
11. Identify training needs of seaboard personnel and Coordinate with training team.
12. Assisting crew managers in the selection of qualified and experienced sea personnel.
13. Ensuring that necessary preparations have been made for the vessels third-party inspections and those possible deficiencies and findings are tracked and dealt with in a timely manner.
14. Liaising with class and flag state to ensure that the vessels are operated in compliance with all relevant international requirements.
15. Maintaining all Class and Statutory Surveys within the due dates and following up the rectification of all possible deficiencies issued with respect to Navigational and GMDSS equipment, LSA and Fire Fighting Equipment.
16. Arranging and following up corrective actions related to the reports issued by PSC/USCG, Oil Majors and other third-party bodies.
17. Maintaining files and correspondence related to PSC/USCG and flag inspections and following-up documentation.
18. Keeping the Marine Dept. informed about all items affecting the Safe Operation of the vessels.
19. Assisting DPA in the investigation of incidents and non-conformities occurred on board the assigned ships and ensuring that proper corrective/preventive actions are being taken and implemented on the vessels.
20. Responsible for compliance with company General Management system (ISM/ISO). Requirements included must be properly implemented on assigned vessels and in office.
21. Carrying out Internal Audits on board and/or ashore upon request of the DPA.
22. Participating in inter-departmental and Quality/Safety Committee meetings.
23. Acting as a member of the Emergency Response Team.
24. Submitting and Cooperating in the review of proposals for improving the system.
25. Budget control.
26. Systematically planning / arranging of vessels periodic inspections by 3rd parties, in consultation with the Operations Managerand the Fleet Managers.
27. Ensuring the timely inspections of vessels by assessing the fleet approval needs against voyage schedule.
28. Verifying vessel readiness by reviewing the ship s condition, the past deficiencies, and their follow-up.
29. Supervising the investigation of inspection findings and their corresponding corrective and preventive actions.
30. Preparing responses to inspecting companies in consultation with Commercial Operations Manager.
31. Monitoring the implementation of corrective actions until all deficiencies are addressed at ship & fleet level.
32. Supervising that the inspection database isupdated based on feedback from fleet vessels and shore staff.
33. Systematic sharing of information of deficiencies identified through inspections with the aim of minimizing therecurrence of negative observations.
34. Cooperating with the Safety/Quality/Vetting Coordinator to identify shipboard personnel training needs related to the execution of shipboard Inspections.
35. Knowledge of industry changes and developments (IMO, OCIMF, ICS, USCG, INTERTANKO) related to vetting requirements and criteria and preparing plans to meet requirements throughout Fleet.

Qualifications:
Minimum Qualification:
Class 1 Certificate of Competency.
ISM/ISO Auditor certification.
Minimum Experience:
Sea Service as Master on Gas Carrier.
Minimum 8 years experience & responsible for operational management of vessels.
Experience in a ship Management Company as Superintendent.

The Marine Superintended reports to the Senior Manager Technical and confers with the latter on issues related to the Department.
The jobholder is expected to follow plans and strategies for the technical department and ensure their implementation.
Key Decision having significant impact on the Marine Superintendent s function are referred to the Head.
of Senior Manager Technical for approval before implementation.
