Job description

The role will work closely with the Chief Medical Advisor who is the Responsible Officer, to ensure that training, appraisals and revalidation for doctors employed by the department, and contracted to provide services to the department, are in line with best practice. You will lead the support for clinicians who are undergoing investigation and oversee the sanctions and waivers process when considering if clinicians are able to work within DWP, or as functional assessors in our disability assessment service. You will ensure clinical governance that relates to the Deputy Responsible Officer role is executed in line with best practice.

Responsibilities will include:
• Overseeing the Responsible Officer function for DWP alongside the Chief Medical Advisor.
• Being responsible for ensuring best practice is followed with respect to Responsible Officer duties within the Clinical Governance framework. This includes appraisal oversight, attendance at Responsible Officer meetings with the providers of health assessment services, support for healthcare professionals during investigations and oversight of significant incidents relating to health care professionals.
• Leading the sanctions and waivers process and deputising at the Responsible Officer cross government meetings.
• Writing, reviewing and upkeeping policies and frameworks relating to the Responsible Officer function, as well as facilitating learning and improvement across DWP.
• Drafting and delivering (including in-person) high quality advice for the Chief Medical Advisor and senior officials relating to the Responsible Officers role
• Working directly with departmental providers of disability/functional assessments to deliver high standard, accurate clinical and health related advice that reflects current practice.
• Leading ad-hoc strategic work/projects in this area in response to areas in need of improvement.
• Being able to quickly identify when things are going wrong and put measurable steps in place to put them right.
• Completing a programme of personal and professional development to meet the requirements of the relevant professional regulatory body.

Person specification

Mandatory – 5 years of post-graduate experience and up to date registration with GMC with a licence to practice and no conditions on registration unless they relate solely to a disability.

Essential Criteria
• Lead Criteria – Expertise in clinical governance, clinical standards or as a Deputy Responsible Officer.
• High level of clinical confidence, including a broad range of clinical experience, with experience of working in the NHS.
• Excellent written and verbal communication skills with the ability to translate complex material into simple explanations.
• Good organisational skills with the ability to adapt, influence and solve problems at pace.
• Ability to work as a team in an inclusive way, leading by example.
• Ability to prioritise and manage competing demands.
• Experience of managing conflict.

Desirable Criteria
• Responsible Officer training completed.
• Experience of working as a Deputy Responsible Officer or Responsible Officer.
